They are a key part of the vicious circle of Kamurocho’s understrata–they loan money to businesses, who pay Tanimura (and yakuza) their hush money, Tanimura feeds that into the Asian Gateway, who brings on more workers from abroad to run and work in the businesses, and businesses return the money to loan sharks to be then newly invested in other profitable ventures that make Kamurocho the glittering nightscape it is.
