If the Hand of the King is seen to refuse an official request by the representative of Dorne…. Well, they will be fighting a war on yet another front before the day was out. Not to mention, if he refused, he would have to keep Tyrion.
But if he accepts, the Lannisters would be admitting culpability in the deaths of Elia and her children, however implicitly. Not quite as good as a confession from the Mountain, but perhaps equally damning where Tywin was concerned.
