Looking a bit closer he can see Phil standing out on the balcony. So that's where he is. Maybe he just wanted to watch the fireworks alone. Techno can respect that.
So he’s confused as to why Phil sets his arms on the railing and lifts himself up as if he’s going to climb it. “What is he…?” he quietly questions, not even finishing his sentence as he watches Phil. What is he doing? Is he not worried that he might fall? Falling from this height might kill him-

“No need, I’ll be fine,” Techno responds. Before Phil can say anything else Techno is speaking again “You know you’re my best friend, right? You know I care about you, right?”
“Yeah, I know Techno. And I care about you too, which is why I need you to tell me where you are. For you the world, right? I kinda need to know where you are in the world for that.” Phil walks back outside and down the stairs towards the dog pen

Sonar is recovering from a mission gone bad and trying not to think about how shitty it was because then it might be hard to laugh off and then he might not be able to stay human. Which is the whole damn problem, really. Unfortunately, Flambae won't drop the subject. AKA: Sonar discusses the sometimes very deadly drawbacks of not passing as a human while superheroing.

Summary
Flambae and Sonar are the only flight-based heroes left on Z-Team now that Coupé is cut and Phenomaman is... too sad to function. That means more work for the guy who can fly 100% of the time. Stressed and pissed off, Flambae makes a mistake on mission and as everyone knows, if you fuck up ever, you can never fix it. AKA: Sonar gets injured on a dispatch and Flambae has a normal reaction to it.
