Summary
The HPSC will do anything to ensure that the PLF doesn't acquire a missile launcher from Okada Ren, the arms dealer known as Bullseye. Including replacing Ryukuu with the civilian Todoroki Fuyumi after the Dragon hero gets hit with a quirk. After all, Ryukuu's side of the mission is the sort of "soft skills" that Fuyumi excels at.
Before they leave, Endeavor makes one thing clear--Fuyumi’s partner, Rumi, is not allowed to have relations with his daughter. Rumi shrugs him off, reminding him she's a professional.
Rumi and Fuyumi move into the apartment opposite Bullseye, and within a day Fuyumi has ingratiated them with the Okadas. Rumi can't help but notice that Fuyumi is competent and sweet and damn near irresistible—and seems to be flirting with her.
Rumi's fine.
Everything is fine.

Sedated and restrained, they are unable to free themselves when the truck transporting them crashes, leaving them stranded inside under the midday sun. With the temperature rising and no way to call for help, they struggle against time and their own deteriorating conditions as they try to get out alive.

Summary
In a snap judgement, Midoriya Inko uses her quirk to save a life during surgery. She's promptly fired. The reason? Unlicensed, illegal quirk usage, cause enough to revoke her medical license and with it, her salary. At the age of ten, her son Izuku's life is flipped on its head. They move to cheap apartment in a more run-down area, sell their things, and work long hours to make ends meet.
The world is rotten, and he begins to see the cracks. Unfair rules, chains written in ink that shackle everyone unfairly. Villains running rampant, unabated by corrupt heroes. His heroic dreams hold firm - he and his mom both promised they would always do the right thing.
When Izuku is fifteen, he leaves work one night to see a woman being suffocated by a villain made of sludge, surrounded by explosions. Heroes watch uselessly and the crowd stands by, so he rushes in to save her. This woman, Curious, turns out to be a head lieutenant of the Meta Liberation Army, and in Izuku's heart she sees a roaring flame.
What follows is a chain of events in which Izuku finds a new purpose beyond being a hero... Liberation.
