Dazai is abused by Mori sexually, physically, and mentally for years(age 10 to 15) but when Mori threatened to do the same to 6(?) year old Q, he took yumeno and they ran away. To Musutafu. Where they met a homeless looking man. Then, after living with them for a few weeks, A short ginger joins them.
NOT FINISHED!!!!
I will hopefully write a new chapter atleast every other week. This is new, so I don't expect it to be fast right now.

“I don’t think you need to be told about how powerful of a quirk your son seems to possess.” The doctor started. “And from what I hear, it can be quite a handful for you, huh? It’s natural for children to use their quirks. It isn’t something you do voluntarily when you are young, or else how would he know to splash that boy you tell me about? The more you stomp down on quirk usage, the more of an urge to use it.” He cleared his throat, his tone turning serious. “This isn’t mandatory, of course, but the Hero Commission has recently started a discreet program, to help trouble cases before they become trouble. They basically help children get a feel for their quirk and learn some self-regulation and control. It helps them refrain from using their quirks in harmful ways. It’s very new, so you could potentially be the first to officially be in it.”

Izuku has a water manipulation quirk, raised by the HPSC, and sent on a mission to UA with two objectives: get information on the staff, and promote their program, the one that took him away from his mother, to mold more heroes that answer to the commission.

It honestly unnerved him, what could make Dazai, the demon prodigy scared? He almost didn’t want to find out.
“What do you mean Dazai? I’m with the port mafia.”
“Oh cut the crap Ango, you know I’m not that stupid”
Ango sighed, “What do you need help with?”
Dazai faltered for a moment, “I need you to help me get Oda and his pups out of the mafia and out of danger. And…” He trailed off, looking down at his hands, he said softly “and I need help getting my pups out as well.”

Summary
Merely days after getting attacked by a sludge villain, Izuku Midoriya is kidnapped by the Yakuza for his quirklessness. When the repercussion of not doing what he’s told is a little girl getting experimented on and tortured, Midoriya decides the only option is to obey regardless of consequences.
One of these long-term consequences somehow became seeing his kidnapper as a father figure and not knowing how to make it stop. Overhaul’s constant praise certainly isn’t helping!!
