Julian swallowed thickly. “Are you… Are you quite alright…?” He asked.
Garak squeezed Julian's hand and opened his eyes.
“Yes, I’m… quite fine, dearest. It is only very cold aboard this station.” Warm brown eyes met piercing blue in one of the most intense gazes Julian had ever experienced. Then, as if realising what he was doing, Garak patted his hand and slowly, almost reluctantly, released it.

Summary
That was what the ritual boiled down to, in the end: filling Julian’s— and surely Garak’s, as well— desire for affectionate physical touch. It was impossible that the Cardassian indulged in the habit simply from base Saurian desire to be warm, as he claimed.
At least, that’s what Julian told himself.
