Let's do a little spin on PotC, shall we? (former) Commodore Javert, anyone? And the wily former captain of the Royal Navy turned seafaring rogue Jean Valjean?
Bonus points for Javert taking a job aboard a less-than-legal ship as a last ditch attempt to put some money in his pocket (to be spent on drink), finally succumbing to the ever-present urge to end his disgrace, tossing himself overboard during a storm, and regaining consciousness back aboard the ship, only for the first thing he sees to be Valjean tending to him (because he was aboard the ship as well, don't you know, and happened to see the former commodore make a rather rash decision and decided to do something about it).
Double bonus points for the two of them looking out for each other during skirmishes like proper badasses.

Sanji looks into the eyes of the man with green hair and three swords at his side and sees not scorn or frustration or pity, but understanding and patience and acceptance, and wonders if all of that is true at all.

A week after Pop-Pop dies, a ship pulls into the harbour.
Shanks watches as a man jumps from the ship, landing on the pier with a heavy, creaky thud and a hand keeping the yellow straw hat on his head.
When the man lifts his head, Shanks knows who he is.
“Hey there little brother,” his older brother calls softly, grin wide but kind and eyes dark. “Ready to go?”

Then Luffy jumps on his back, crowing something about stars and Chopper’s fur and Usopp being cold, and Zoro stops wondering about Princesses to turn his attention on his Captain.

And Strawhat looks at Crocodile from under his hat, his eyes bright and dark and intense. “Sand can never dry the sea,” he rumbles, a low sound like an approaching storm, and for the first time in the entire conversation, Crocodile looks as unsettled as Smoker feels.

Summary
When pushed to her limit and realising that nobody cares enough to save her, Taylor breaks and gains superpowers in a very, very public Trigger Event. Able to transform into and manipulate light, she can cross a continent in the time it takes to blink an eye, yet cannot find her place in the world.
The only silver lining is the discovery that her uncle is a member of the Triumvirate, and through the pulling of strings, maybe she can start anew. Her life in Brockton Bay may be wrecked, but perhaps as a member of the New york Wards she can find somewhere, or someone, where she can rebuild and learn to trust others again.
