She lightly blows the smoke into his welcoming mouth, this time pressing her lips more confidently to his. She forcefully pulls his hair back again, so that he is now staring straight up at the starry sky. She waits for him to finish exhaling clouds into the darkness, and then more delicately pulls his head back down into an actual kiss.
My take on what happened between escaping Raccoon City and Claire leaving to find Chris.
