Summary
Tommy is a housecat. He used to be a stray, used to get into all sorts of trouble on his own, but Dream helped him. Dream took him in, showed him how to be a good housecat, and now Tommy is. He's a good kitty, he follows the rules and does as Dream asks.
It might have taken a few rough lessons, might have required that Dream destroy some things that Tommy once cared about, but that was ok, because none of that mattered now, because Tommy is a housecat.

Technoblade finds Tommy, months after the cat hybrid disappeared from exile locked in Dream's house and seemingly unaware of the fact that he's not literally a cat.

I would have fought the world for you, Tommy.” His next words come out so quiet that they’re practically drowned in the sound of the wind that has begun to pick up. He knows that Tommy can hear him though. “And I still will, if you’ll let me.”
Or: In a world where superheroes are so corrupt they'll do anything for money, homeless boys, Wilbur and Tommy, somehow find themselves being taken under the wings (both metaphorically and literally) of the biggest supervillain organization in the city. But why would anyone want a pair of simple street rats?

He had less than a year until he was pulling himself out of the system. He knows it's an awful plan, dangerous at best and a death sentence at worse, but he can't stand to bounce from house to house with promises that "this will be the one". His caseworker has said that about every single house he's been fostered in, all 17 of them, so he doesn't let the words build even the smallest bit of hope as they pull up in front of the cozy-looking house sat on the coast of Newhaven.
Legally, he can become independent at 16. Currently, he's 15. The Watson house only has to deal with him for a few months before he's gone. He just has to hold out those months until he's free.
Would that really make him free?or
Tommy Doe, ward of the state and resident "problem foster kid", plans on becoming emancipated at 16. Phil, Wilbur, and Technoblade might change that plan.
