Tommy's the one to notice the tourist first. There's a park across the street; it's got a few food carts and a place where people like to get drinks, as well as a small armada of tables for open-air dining. It's popular in general, but especially as a tourist destination, and they've pulled off a few little cons there before.
Techno looks where Tommy's focusing on, and oh, there's a perfect target.

Without really expecting anything to come of it, Techno raised his gun again and fired. The Angel didn't seem to move - didn't even flinch - as the bullet passed harmlessly just inches away. Which- okay, maybe he wasn't that good an aim, but he didn't normally have to be.

Summary
Techno had made the decision to go to the next city over, in case the town guard was still on the lookout for adventurers. Halfway Hollow seemed like exactly the sort of forgettable place to hole up for a while and pretend there weren't any warrants out for the arrest of one Techno Blade.
The other good news about this place was the tavern. With any luck, he'd be able to find a new adventuring party there.
Or: D&D-inspired AU in which a party forms in a tavern. Techno's somehow the leader, through no choice of his own, and is honestly confused as to how all this happened so fast
