Robin did the actual broadcasts mostly playing music and reading pre-written community updates approved by the military presence in town, but the real purpose was the coded messages. Some of the quests he was given might have seemed strangely useless at the time (why did Eraserhead need a cat?) but always turned out to be useful later on. (If only his quirk would stop trying to mess with his social life!)
