Crowley decides to hold an event where the house wardens of NRC bring a friend, not necessarily a family member to school to do competitions with them.
This serves as an advertisement for NRC as students from the rival school 'Royal Swords Academy' are also called to watch the competition between each house warden and their old and close friends.

“I need you both to do some infiltration,”
He continued, grabbing two folders from his desk drawer.
“There’s two groups in Musutafu that can cause trouble for us, I need you two to gather information so we can take them down.”
His eyes turned towards Chuuya, he held out one of the folders.
Nakahara Chuuya and Osamu Dazai are sent on a mission with one goal in common,
gather information.
Chuuya is placed with U.A, a hero school, how ironic.
Dazai is placed with the League of Villains, what a dumb name.

"My Transfusion quirk?"
"That exact one...How do you feel about becoming a hero?"
He didn't really have a choice, it was offered, but the way they said it, the way they practically urged him.
He had no choice but to agree.
And that's how he got a full scholarship to UA...The top most prestigious hero school in Japan, though depending who you ask, it might be the most in the world.
