They are bonded but grow up on their respective planets (most of the time) with infrequent visits.
Super slow burn of growing up, going to the academy, then finally going to space on the Enterprise together.
Spoiler: The course of true love never did run smooth and this two might as well have grown up speaking different languages for all the good meeting each other as children did.

Harry Potter was all set to travel the world when Narcissa calls in her life debt. Harry and Draco marry and live fairly happily… until they aren’t. Harry has his friends, of course, but his biggest surprisingly the person he turns to for support when things get hard is Severus Snape. The man is Draco’s Godfather, he has always cared for Draco and wants to support him as an adult, but he doesn’t half make it hard for him - especially when the person he is hurting is the person he promised his childhood friend he’d protect. Severus picks up the pieces that Draco leaves in his wake.

Loki is not a runt. He's what the Asgards would call an ice maiden, naturally much smaller than the traditional Jotun. But Ice maidens are by far the most fertile (and prettiest). They are also really rare. So when one does finally get born it is given to the king as a mate. This has been tradition for so long that now, only the child of the king with an ice maiden can claim the throne as true heir.
Loki was born right at the end of the war and was given to Laufey as his betrothed. That's why he is marked with Laufey's family scars, it was a part of the ceremony. The final stage of their marriage is the consummation which would have happened when Loki came of age.
Then Odin showed up, totally misread the scars and took Loki away.
Fast forward to the events of the movie, only this time Laufrey sees Loki get grabbed and turn blue. He realises what has happened and grabs Loki off the battlefield to claim him before Thor figures out what is going on.
