Rook has to think quickly on his feet, and what he offers isn't as one-sided as Elgar'nan might initially think.
Rook is a lot more shameless than people assume.

The bullet put an end to it all. Everything. His whole life. All the could have been, might have been, all his hopes and dreams.
Twenty years later he woke up, his physical form older, his mind still that of a twenty-four year old. And his senses dormant.
And the world had changed around him. On top of that he has a partner who is a preternatural like him, but not a Sentinel and also not a Guide, and still... something pings. Strongly.

Charles parts his lips just a moment and Arthur goes limp. It ain't right. Charles ain’t kissing back. Arthur opens his eyes and Charles’ are blown wide. His lips ain’t parted in invitation, but surprise. Arthur’s an idiot. Got this all wrong.
“Forgive me.”
Charles is looking at Arthur, taking in his pale pink face and his petal thin skin. The dark circles around his bloodshot eyes. Charles huffs softly, and his lips pick up in the most infinitesimal smile. His gaze drops to Arthur’s lips.
He’s gonna kiss me.
“No.” Arthur jerks away. Not like this.Charles pities him. Gonna give him what he wants because he’s a damned man. Give a dying man an IOU; he ain’t gonna ever collect. But Arthur ain’t dead yet. He’d have to live knowing he weren’t really wanted. Loved, sure, but not the way Arthur aches to be loved.
Just once in his life.
