Garak resorts to the ultimate in desperation moves: signing up to the Intergalactic Marriage Bureau, designed to foster love and understanding between cultures through marrying compatible beings. Marriage to a Federation citizen would secure his place on the Federation-run Deep Space Nine.
It's no good wishing that his arranged mate would be anything like Doctor Bashir. Even Julian would not be enough of a starry-eyed optimist to offer himself up for marriage to an exiled ex-Obsidian Order agent and tailor.
