Summary
When Mewtwo breaks out of containment, they accidently hurt so many people around them. Obviously, they don't want to hurt anyone, so they help them all and leave. When they find others suffering, they vow to help as many people and Pokémon as they can.

When a new, highly intelligent, genetically-modified Legendary Pokémon breaks out of it's containment at a secret Team Rocket lab, Lorelei of the Indigo Elite Four is tasked with tracking it down. She just hopes she can get to it before Team Rocket or Pokémon Poachers can.
