He might as well help those who actually want him around.

So, when he realizes that the quirkless can’t technically be vigilantes, it seems like the best of both worlds! He’ll be able to save people without being a hero, and, if he happens to die while he’s at it... Well, like Kacchan said, maybe he’ll be born with a quirk in the next life.
All Katsuki wants to do is apologize to De— to Izuku... But apologies without action are meaningless; so he volunteers at that local hero’s Villain Rehabilitation Program. It’s the perfect plan: he’ll do community service, get to see how a real hero acts, and learn to be better. He’s not here to make friends or anything.
Shouta has been on this case for 5 years, and every time he thinks they’ve successfully taken down the Villain Factory, it comes back with a vengeance. Now, with his Problem Child’s brilliant analyses and Amplifier’s brat nosing his way in with his helpful yet dubiously legal... connections... he’s actually starting to believe that he can take the Villain Factory down for good. All he has to do now is keep these meddling kids safe.
