Apparently the Uchiha clan tried to do something bad, and this whole stamp thing was the compromise they came to with the Hokage. ”
Sasuke doesn’t like the fact that, just to be able to walk around his own village, he needs to carry around a stamp book. It was humiliating. It didn’t help that the guards sanctioned to collect his book and hand out stamps found it amusing to poke fun at him either.
