Statistically speaking, he's probably not an anomaly… he's run the math, there should be at least four or five people in the Vault that experience some degree of same sex attraction. More if you include the populations of 31 and 32 in the average and even assuming most of the people that are like that just got married and had kids because that's what they're supposed to do… probably even more that are still curious about it or open to the idea. It can't be that rare, like having red hair or being left-handed. They just don't talk about it, because it's it's not in line with the expectations of re-population. But there's a whole lot of things they're not supposed to do that people still do anyway that aren't hurting anyone or anything, kissing a guy really doesn't seem like something that weird when they were all told point blank that it's okay to have any sort of sex you're interested in as long as you aren't making unapproved babies.
In Norm's estimation, the number one way to curb unplanned pregnancies is encouraging people to kiss people they can't physically impregnate.
