The jokes about Batman’s seemingly endless utility belt started when he first joined the Justice League, and have only evolved since.
Several newer recruits are absolutely under the impression that Batman is secretly a meta with hammerspace. Nobody’s encouraged it, but nobody’s discouraging it either, whether it’s out of silent belief or for entertainment.
Kon jokes, too, because there’s nothing stopping him. The material is right there and as long as nobody gets too outrageous, they can fuck with the bats by pretending their belts are more astounding than they are.

After the lawyer leaves, most of the kids argue over who Bruce was referring to, except for Cass and Tim leaning against the far wall. Cass stares unblinkingly at Tim while he smiles innocently at her.”
