He got all of Steve's memories in sharp fragments and horrible pieces. Who knew all this pain would come from Steve 'Princess of All that is Good' Harrington--the perfect golden boy himself? Billy certainly didn't. It wormed deep within him, made Billy hate himself more than he already does, made him want to beg for that Wheeler girl to come wrap her arms around him, made him hate these woods and the demodogs that might be in them.
Billy knows what a demodog is now, and it's all thanks to Steve.

Summary
In the wake of the Demogorgon, Steve is absolutely normal, relaxed, and fine in every way, though he has started keeping track of actions in his life a responsible adult would probably kill him for. One of those recurring actions is letting Billy Hargrove take over the corner of his couch.
'By the time they were halfway to Steve’s house, Billy’d stopped yelling. Occasionally there’d be another kick. By the time Steve pulled in the garage, he was worried enough about exhaust fumes as a new method of involuntary manslaughter he ran right around and banged on the trunk about six times. “Hargrove! William Whatever Hargrove, you answer me, say you’re alive,” he leaned against it, panting, feeling like he’d aged sixty years in body and vocabulary. The trunk thumped back, and Steve slid down to sit against it, reminding himself to breathe, which was apparently something he did now. He’d probably fail his remaining classes, trying to study while remembering to breathe. How would he hold down a job? He’d show up for the interview and have to say “I’m Steve Harrington, and sometimes I forget to breathe.”'

“Billy talked to me. As Vecna, but it was Billy, I know it.” Max’s eyes lock onto Steve’s, daring him to disagree.
“Max, we don’t know what Vecna is capable of,” Steve says, not sure where Max is going with this.
“I don’t care,” Max says. “I only care about Billy. And he’s down there,” she jabs the rowboat's oars back into the water, “and I’m going to get him back.”
Steve barely has a chance to scream Max’s name before she’s plunging beneath the surface and into the fiery glow of the gate. Steve doesn’t hesitate before he jumps in after her.

Summary
‘I’m sorry’ will never be in Billy’s vocabulary. They are just two dirty words that liars and cowards use. But he knows what it means to be sorry.
Billy picks up a butterfly bandage, holds it between his fingers for Steve to see. Waits for Steve to drop his chin in a nod, and then presses it into place against Steve’s busted eyebrow. It’s the best Billy has to give.
This probably isn’t going to work out. This thing Billy’s been trying to have with Steve since he got to Hawkins. Steve’s got these soft edges where Billy’s all blunt and sharp.
Billy drags his fingertips down the side of Steve’s face, presses his thumb against the scar he didn’t leave, and lifts a brow. “How many fights do you lose, Harrington?”
Steve grins, a half-formed thing that is sharp and sad at the same time. “All of them.”

They haven’t spoken since the night at the Byers.
Since Billy beat Harrington’s pretty face in and the kids had left him on the floor of some freaky house, dosed up to hell.
Billy sees him at school and watches the bruises fade from his pale skin, tries to ignore Steve the best he can. It's what he's supposed to do, what he told Max he'd do. So he watches the colors of Steve’s face come back to normal. Watches the light in his eyes sort of fade.
Billy ignores Steve Harrington until he can’t anymore.
Because Steve doesn’t look good, and Billy was never able to leave a scab alone.

Billy sees Steve Harrington sitting alone at lunch and just can't help himself from getting involved. He just needs to keep reminding himself that he’s not interested in Harrington - he’s not. (He is.)

“But I...?” Hargrove asks, after long enough for Steve to go nose-blind to the furyragekillmaimkill scent, the Alpha’s jaw set and hands clenched in his pockets and eyes so easy, so blue, so- pretty. God, Steve should stop looking. Should look away, any second now. “Spit it out, doe-eyes. Don’t got all day.”
God, he has to stop looking at him.
“You call me Captain,” Steve answers, finally breaking eye contact to look instead at Hargrove’s fingers flicking his lighter again and again. Steve hopes the words say what he can’t: you were kind to me. From the way his fingers still, and the soft, barely-there pleased surprise blooms in Hargrove's scent beneath the rage, Steve thinks they might.
Or: Billy moves to the deadest part of the United States, meets the prettiest boy he's ever fucking seen, starts writing poetry, and everything - literally everything, from common courtesy to the food chain in Hawkins to his already-rocky home life to something so basic as his secondary gender - goes to fucking shit. For the better. Steve has panic attacks, spends most of his time alone, and swallows everything he's ever felt on reflex. And then he meets Billy, and everything gets, well- better. Much better.

A hand landed on his window sill and Billy cursed at himself for flinching. Hopper peered down at him, giving Billy and the car a once-over, an eyebrow raising at the smell of alcohol. “You know how fast you were going son?”
Billy’s done this dance before, knows the question is hypothetical and that there’s nothing he can say to convince the cop otherwise. So he smirked, the corners of his mouth pulling at the bruise on his jaw. “Real damn fast I hope.”

“But there are locks,” Hopper interrupts. “On all your windows, your clothes, your door.” Rage claws at his throat, ready to roar and tear into Richard Harrington. “Lucas said there’s no handle on the inside of your room.” Who modifies a door to trap a child?
Steve stares, slack-jawed as if he hit him. The boy closes his eyes, hands running through his hair, and the room falls quiet. “Ok,” he says after a moment. “I know how it looks, but my Dad switches to a regular handle when they leave. I’m not exactly stuck. And he only locks the door when I’m grounded!”
