And isn't that a punch in the gut. Of course Steve would run off half-cocked, chasing down the last person connecting to his old life. Peggy's gone. Freshly buried.
Tony couldn't make it there, what with the damned conflicting timing of political events requiring his presence; he doesn't have enough power or standing to force a reschedule. Was it even worth it? he wonders. The bombing derailed the opening ceremony regarding the Accords and now it's on hold as the investigation begins and the United Nations regains its feet and sorts out its priorities. Ross is breathing down Tony's neck. James is on the run, Friday's sorting through more data than she's ever handled, and Tony's stuck here.

As he runs through the memories of the day spent close to Tony, he feels a building warmth in his core. So often he is cold, a barren expanse left in the wake of all that Hydra's conditioning caused him to defend himself and shield Bucky. His heart stutters a moment in his chest when he thinks of Tony's sincerely concerned gaze. A particular tingling warmth gathers low along his spine as he thinks of lips licked by a brief appearance of tongue. Winter considers what it would feel like to have that mouth on his body.

Summary
Steve makes a life-altering choice, and Bucky wakes up from cryostasis to better circumstances than he could anticipate: Mind free of triggers, name cleared, fully pardoned, and a ticket back to the USA. It's far more than he deserves, but with no other plans or ties, he finds himself relocating to the Avengers Initiative Compound alongside Stevie's rogue superheroes.
He begins establishing a new life - friends, work, maybe even love - but doesn't realize that the castles he is painstakingly building are ones in the sky.

In the spring of 2017, it came to light that Hydra was deeply intertwined with SHIELD, and Captain America found out his best friend still lives. Now, James "Bucky" Barnes has come home, more or less. His mind is his own, including the fractured memories that flit just beyond his reach. A drop-in appearance by former SHIELD director Fury clarifies one thing: the Winter Soldier had met Tony Stark.

“Yeah?” Steve stopped in his tracks, turning to face the older man.
Jim paused, taking him in.
The pale skin and bags under his eyes supported what he had been saying about not sleeping well. The poor boy looked like he hadn't had a full night's rest in months. Not only that but he was looking thinner - obviously he was not taking care of himself properly. It was concerning and Jim couldn't help but be grateful that a random passerby had called the police about a suspicious figure sitting on the edge of the quarry that evening. Who knew how long it would have taken them to figure out what was happening otherwise?

Four more people come stumbling through the doors - a short-haired girl in camouflage with a kid wearing what looks like the top half of a ghillie suit on her back, the kid hollering at the top of his lungs for a doctor like he’s on the brink of death. The reporter grabs the short-haired girl, stopping her from running directly into a frozen onlooker because she’s busy looking over her shoulder at a boy in a leather jacket right behind her, his face pulled tight with pain as he carries a limp, unmoving body, their head tipped back, pale face smeared with blood in the unforgiving halogen lights -
“Help him!” the kid is screaming, “Somebody, please -”

Eddie laughed. It was more of a shaky exhale, lashes fluttering as he struggled to keep his composure. “Stevie,” he whispered, fingers cradling Steve’s side like he was precious. “Yeah, no fucking shit.”

He doesn’t really know why he says it, it’s not like Eddie cares about the old King of Hawkins High; Steve Harrington is an asshole. That’s just a fact of life. The sky is blue, high school is pointless, Steve Harrington is a dickhead.
But Eddie likes this kid, likes all of them actually.
Dustin turns to look at him, a small smile on his lips, his eyes softening, and bingo.
