Theseus is the best underground fighter in east L'Manberg, standing as a twenty-seven time undefeated champion. The fighting ring is run by Dream, a blood-thirsty mob boss.
The ring is the most notorious in all of L'Manberg, and the FBI have been trying to crack down on it for nearly a decade, to no avail. Finally, from an anonymous tipper, they figure out the location of the ring. The FBI's director, Phil Craft, sends in Detective Wilbur Soot to go undercover as a fighter.

Tommy freezes dead in his tracks. He turns to face the closet. "You.. what?"
