Summary
His feelings are not for the Winter Soldier, but for the man who was deconstructed to create him, then reconstructed from the ashes. He wants James, with all his little faults and idiosyncrasies, with his soft crooked smile and the shadows of decades of violence in his eyes.
And sure, Zemo can close his eyes and imagine how the world would fare with him at its helm and James as his beautifully terrifying enforcer, but these days that daydream has lost much of its charm. Zemo is tired, and though he doesn’t regret his previous interventions, seeing the way the world plods along whether he's at large or in prison is as infuriating as it’s disheartening; there’s still a side of him that wants to set fire to it all and grow something better from the ashes, but a larger part of him is no longer sure that what would grow under his own hand would be any better than what there is now.
Perhaps this is personal growth. Perhaps this is depression.

The idea of confessing to James is tempting in the same way that the idea of letting him put a gun to his head was. The exquisite vulnerability that Zemo would balk at coming from anyone else, feels like a balsam to his soul when it’s James wielding it.
Zemo would, without a moment’s doubt, let James hold his throat in the unforgiving grip of his mechanical hand and never protest, or break eye contact, for as long as the touch lasted.
If James wanted the world, either to save it or to destroy it, Zemo would gladly arrange to have it delivered to his grasp, with no expectation of reward.Series
